莒光號花蓮出軌 蕭美琴：花東鐵路雙軌工程刻不容緩

台鐵莒光號上週六中午在花蓮段發生出軌意外，造成來往旅客不便，立委蕭美琴今（6）就此於立法院交通委員會進行質詢，強力要求交通部應正視花東鐵路雙軌化之必要，尤其蘇花公路近日山區大雨也發生落石，若鐵、公路不幸同時發生事故，花蓮將形同隔離的孤島。交通部長賀陳旦允諾一週內提出檢討報告，並將加速雙軌化流程評估速度。

蕭美琴表示，這次列車出軌事件因司機機警、莒光號車速較慢且發生地點於農田間，因此無人傷亡且旅客能快速疏散，算是不幸中的大幸，但若是發生在如北迴線的山區、或是速度快的傾斜式列車，後果不敢想像，台鐵應該藉由此次事件深切檢討。

她也質疑台鐵發表之聲明內容，有關意外主因疑因溫度太高而導致鐵規變形出，蕭美琴認為應該由公正單位評估，且未來天氣還會更熱，遇到假日乘客還會更多，台鐵應更加嚴格看待這個狀況，且應有檢討的方向和防範機制。賀陳旦表示，目前事故原因已由公正單位進行調查中，一週內會提出檢討報告，其中將包含因應之道建議。

蕭美琴進一步提出台鐵目前正將軌道換成傾斜45度的伸縮軌道，若該路段尚未換新，應透過其他的技術來防範未來可能再度發生的類似事故，並考量是否提前換新，避免於運能負擔已相當大的東部鐵路，產生更大的問題。

而在全面的安檢之外，蕭美琴表示，此事件更凸顯了花東鐵路雙軌化的必要性。因為台鐵花東線鐵道僅有單軌，發生事故後南、北向列車行駛只能全面停擺，改採公路接駁方式運輸，而近日蘇花公路也發生落石狀況，若鐵、公路不幸同時發生事故，花蓮將形同隔離的孤島般難以進出。

此外，除了眾所周知的北迴鐵路一票難求，事實上南迴鐵路也一樣不敷使用需求，此次事故發生也延誤了要南下到台東再轉車至南部的旅客，導致無法順利接駁，嚴重影響行程，由此可看出花東鐵路雙軌化的必要性。對此，賀陳旦表示台鐵的可行性評估已報交通部，目前正由鐵工局進行審查。

而當日公路接駁也相當不順利，蕭美琴表示，雖然主因為發生地點偏僻，車輛調度速度較慢，但若法規能鬆綁，可徵調民間車輛因應，將可紓解一部分的運輸需求。此外，即使非危機時刻，這些車輛也能以共乘方式經營，紓解南迴鐵路的運能瓶頸，她也要求應該納入評估報告中。
